It's definitely not reporting back to Microsoft (it IS talking to the RescueTime site), and I haven't noticed a slow-down of anything but Launchy, and that may be because I just installed a new version of Launchy.
It does, since it only records the program that has focus. That is, if you're logged in but, say, writing in a Word document for an hour, it'll record that (minus the, say, 12 seconds you looked at email or whatever). It's already helping me.
