Things I forgot to mention:
A) Yay!! I heard from Caw!! (she commented on my post where I said I hadn't heard from her.)
B) I especially liked the bit in that reprimand I got, yesterday: "This letter of counseling is not a formal disciplinary action and may not be grieved through agency grievance procedures." They could harass a person all they liked with things like that and just keep saying 'not allowed to grieve, sorry.'

Do you have a Union shop steward you could talk to? Because you're right, they could quite happily harrass a person out of a job and by their own lights have done nothing (and would be able to say they'd never formally disciplined that person). Document, document, document.
