This BBC article about Guantanamo Bay mentions The Military Commissions Act of 2006 which 'removes habeas corpus rights' - they seem to mean that habeas corpus rights were removed from one group of people - those held at Guantanamo as 'enemy combatants.' How far afield is this assumption of mine?

I've been reading "the Teaching of Charles Fourier" by Nicholas Riasanovsky, and this quote just cracked me up:
