I think it depends on whether you're using a modern teaspoon or not, too.
I've got some older teaspoons with a deeper bowl and, AFAIK, that's the actual 1t measurement. Can't dig 'em out right now to compare ?t = 1T, using mum's tablespoons of the same age and design, but will report back once I can do said comparison.
